Azito Independent Power Project Assistance, Côte d'Ivoire

 In addition to the nomination by the Financial Times as "Boldest Investment Decision" for 1999, the Azito Project has attracted great attention worldwide and points to the potential to use the financing structures developed for this project throughout Africa. Côte d'Ivoire's Minister of Planning and Development Programming, Tidjane Thiam and K&M's Henry Steingass have prepared a case study that highlights the many innovations that made this project possible and the project's importance to infrastructure project development in sub-Saharan Africa.

  • The Government of Côte d'Ivoire selected K&M as its consultant to assist in designing and implementing a prequalification process for its first international private power bid.
  • 288 MW, $225 million gas-fired combined cycle plant, under construction as the largest IPP in sub-Sahara Africa being developed on a Build-Own-Operate-Transfer (BOOT) basis.
  •  Shortlisted by the Financial Times for its 1999 Energy Awards in the category of "Boldest Successful Investment Decision"

  • Provided guidance and services in prequalifying potential developers for the restricted bidding on the BOOT power project.
  • Assisted preparation of the prequalification documents and the evaluation procedure, and assisted Bureau National d'Etudes Techniques et de Développement (BNETD), formerly the Direction et Contrôle des Grands Travaux, (DCGTx) and its partner electric sector agencies to promote the project, evaluate prequalification submissions, and finalize a short list.
