Agenda: Insurance Issue
Felix: The Board will be forced to make a decision for the agency to take full compliance with the Nurse's Practices Act, (NPA) which includes dressing open wounds, distribution on medication, IV's, Invasive Care and Bowel Service; suppositories, enema's and digital stimulation.
NAIC (Non-Profit Alliance Insurance Compliance) will give us insurance including property, liability and sexual misconduct, if we comply with the NPA.
Leslie: Motion that EDIDA complies with the NPA.
Jonah: Seconds.
Hale: This motion is meaningless. What would be the effect of passing
this motion?
Leslie: What about the clients who need these procedures?
Chris: Motion to allow non-board members to speak for 3 minutes.
Dina: Seconds.
Motion passes.
Public Comment:
Willard: You would be leaving clients in a life threatening situation.
Tiered CNA's can do B&B care. The NPA is about making money.
Steve: This is one of the most important things that we do. I would
not want to call 911 if I can do it. We should look into a waiver situation.
Gina: I have been in the community for 19 years. B&B has never
been a problem until now. The risk is more important. We should look
into contracting a nursing agency. We should take B&B out completely
and leave it between the client and the attendant.
John: EDIDA is a model that we hope to spread. I hope to see a lobbying
group to change this.
Ralph: I am from Third World Wheelchair and I want to thank EDIDA for
letting Felix work with us. This area is the best area for spinal cord
injuries to survive. People on the inside need to make this work.

Charles: Motion: EDIDA reaffirms its long established policy that
attendants will neither be rewarded or penalized for providing Invasive
Bowel and Bladder care while continuing to find a way to provide these
fore mentioned services and remain in compliance with the Nurse's Practice's
Act.
