PUBLIC COMMENT JESSE TOWNLEY: (Former Board Member) Running for City Council – District 5.
Can be reached at Townley for Council.
ORGANDREW HAYES: (Guest, New Case Manager) I have 20 years as a social worker;
working for EDI 8 hours a week. I get referrals on a regular basis, helping people to stay independent.
PETER: Contracts with Rose and Gina have been signed. The final contracts are close to the drafts.
CHARLES: Voter Initiative for Medical Marijuana for a peer review committee and for the City to provide
zoning. I am in support of this. You have til June 10th to sign petition to get this on the November ballot.

MINUTES
GINA: In March we lost Amber and gained Stephanie May. Rose was not present in March.
DINA: Motion to approve the March Minutes.
KARYN: Seconds.
GINA: April, please strike out the sentence – Hale caught a lot of mistakes before he was present.

EXECUTIVE REPORT
ROSE: We lost one attendant, self-terminated by skipping three appts. in a row. We hire two females
and one male. One of the females did not work out, the other is excellent. We are looking for two more.
We had two client complaints.
GINA: One was dissatisfied, the other was regarding an argument between attendants.
PETER: I have a concern about how someone goes from attendant to dispatcher. Concern is about
hiring the best people for the job, not based on “if you’re hardworking attendant you ‘get to be a dispatcher’
idea.ROSE: Yes, everyone wants to be a dispatcher. Since we’ve been hiring dispatchers in-house if they
are in compliance with protocols. If u want us to we can go outside to hire them.
PETER: We need to stay accessible to disabled people who would like to apply.
ROSE: The insurance broker is getting a loss analysis from State Fund. Shopping around for a new
professional liability carrier. NIAC doesn’t do this. NIAC is also standing firm on their policy on Inv. Care
so we are looking for alternatives.
GINA: IHSS Training for Disaster - we met with city officials to better plan for ‘Care and Shelter’ for people
with special needs. CARD (Collaborating Agencies Responding to Disasters) met with Commission on
Disability and did a small presentation; we’ll have badges to get special access during a disaster. We are
making up teams of staff and volunteers.
ROSE: Next staff meeting we have a guest speaker on MS. We’ve had a lot of questions and some new
clients with MS. June 21th 3:30 Monday, the board is welcome.Re: RFP the committee is recommending
EDI to the City Council for a two-year contract. March 2005 we will have an extensive program evaluation.
Last time it cost over 10K. In-house, two evaluators and their staff…we expressed we can’t afford it. We also
have 9,842.00 less than budgeted due to a projection of 2% that is really .57%. Kimberly needs a new budget
to reflect that difference.
PETER: Hale can approve modifications. 24K for FY05 Measure B Funds are specific to transportation.

CHARLES: If you have contributions email me or DINA. We’ll lay it out next Friday.
ROSE: Cost of Transportation is rising from 6 to 12$ - the same as an attendant call. We are reintroducing
wheelchair repair. Fingerprinting Policy: We are waiting for legal council, it would be good if we can approve
this tonite.
PETER: Hale should be included as “Guardian of Records’ - once they’ve been seen they should be destroyed.
Get the lawyers opinion. I would like a recommendation about what to do with the EDI van. Upkeep vs.
replacements
.ROSE: John is listing parts and tools we have and what we need. He can fix flats. We are talking about having
him as an independent contractor for storage of the materials.

FUNDRAISING COMMITTEE
PETER: We need to decide how serious we are about fundraising and refer this to the Executive Committee.
ROSE: Ayana has expressed interest; will call Winston.
SUS REPORT:Basic Care Report: There was an attempt through the County to authorize EDI to perform
invasive care. They have the same problem that we do. If no legislation is passed to change things – we need
to contact an assembly person and community groups. Need to address the CA Nurses Association on this
matter. We’ll have to show that our attendants have basic skills. The insurance problem remains.
