IMPLEMENTING CAIRO AND BEIJING
NGOs in many countries are working to ensure implementation of the Cairo and Beijing agreements. Here is some recent news:
- In India, NGOs, including HealthWatch, are working to make sure that women have a strong role in planning, monitoring and evaluating the new family welfare program, including provision of reproductive health services. A priority is educating family planning workers about quality of care and the government's April, 1996 decision to abolish "targets" for contraceptive use and sterilization. Advocacy efforts are increasingly focused at the state level, where women's health advocates believe there is more opportunity to affect change.- In Russia, women's organizations have worked hard since the Cairo and Beijing conferences to educate lawmakers about reproductive rights and violence. They have helped make sure a draft law criminalizing violence against women in the family is considered by the Duma (parliament). Women's groups were also instrumental in shaping a law to protect reproductive rights.
