Federal Standard 809 (FED-STD-809), "Neutralization and Repair of GSA Approved Containers" (April, 1998) clearly states that containers that have been drilled open require that you "Install a GSA approved combination lock meeting FF-L-2740...".
Furthermore, the January 1997 Information Security Program (DoD 5200.1-R) states, "New purchases of combination locks for GSA-approved security containers, vault doors and secure rooms shall conform to Federal Specification FF-L-2740. Existing non-FF-L-2740 mechanical combination locks will not be repaired. If they should fail, they will be replaced with locks meeting FF-L-2740."
The only lock presently meeting this specification is the Mas-Hamilton X-07.
