Public art is accessible art.  It doesn't set up an electronic shriek if you get to close.  Maybe touching it makes us feel closer to it, it is created for us, but it also makes it vulnerable.  Because I was out looking at the cows early, I have become a reluctant witness to their deconstruction.  Only a small number of the  cows had been set out when some guys were caught sawing off horns.  A cow by the Water Tower lost its earrings and necklace, the business cow by the Four Seasons lost the Wall Street Journal in its briefcase (now replaced), and Harry Carey (Holy Cow!) only had glasses for a few days.   These are just a few examples.  Sometimes repairs are made & sometimes not.
