VADM D.J. Katz, USN (Ret): President

VADM Doug Katz, USN (Ret) is a graduate of the U. S. Naval Academy, the U. S. Naval Postgraduate School, and the Naval War College. Afloat tours include command of USS DEYO (DD 989); USS NEW JERSEY (BB 62); Cruiser-Destroyer Group TWO; the USS AMERICA Battle Group during Operation Desert Storm; the U. S. Middle East Force; the U. S. FIFTH Fleet and, concurrently, U. S. Naval Forces, Central Command. Ashore he has served as a shipboard advisor with the Fleet Command Advisory Unit in Vietnam, on the staff of the Chief of Naval Operations as Director, Surface Combat Systems Division (OP 35); and two tours at the U. S. Naval Academy. VADM Katz retired on 1 August 1997 after three years in command of the Naval Surface Force, U. S. Atlantic Fleet.

VADM P.M. Quast, USN (Ret):Vice President - West Coast

VADM Phil Quast, USN (Ret) is a graduate of Carroll College, the Armed Forces Staff College, the Naval War College, and the National War College. Afloat tours include command of River Patrol Division 532, USS BENJAMIN STODDERT (DDG 22), USS BUNKER HILL (CG 52), and Cruiser Destroyer Group THREE/NIMITZ Battle Group during Operation Desert Storm. Shore tours have included duty on the staff of Commander, Cruiser-Destroyer Force, U. S. Atlantic Fleet; at the U. S. Naval Academy; in the Bureau of Naval Personnel and the Navy Military Personnel Command; on the staff of the Chief of Naval Operations. as Director, Total Force Programming/Manpower Division (OP 12), Director, Military Personnel Policy Division (OP13), and Director, Surface Warfare Division (N-86); and, prior to his retirement on 1 April 1997, as Commander of the Military Sealift Command. He is the initial and current chairholder of the Naval Postgraduate School Admiral Jeremy Michael Boorda Chair of Management and Analysis and is a member of the Board of Directors of the Surface Navy Association.


RADM P.J. Coady, USN (Ret): Vice President - East Coast

RADM Phil Coady, USN (Ret) is a graduate of Tufts University, the U. S. Naval Postgraduate School, and the Industrial College of the Armed Forces and served as a Research Fellow at the National Defense University. Afloat tours include command of USS CONOLLY (DD 979), USS ANTIETAM (CG 54), and Cruiser-Destroyer Group FIVE/KITTY HAWK Battle Group during Operation Restore Hope in Somalia and Operation Southern Watch in the Arabian Gulf. Ashore he has served at the Surface Warfare Officers School and on the staff of the Chief of Naval Operations as Director of the Politico-Military Policy and Current Plans Division (OP 61) and as Director, Surface Warfare Division(N-86). RADM Coady has been President of the Navy Mutual Aid Association since his retirement on 1 October 1995. He is currently a member of the Board of Directors of the Surface Navy Association and Chairman of the Awards Committee.


CAPT M.C. Foote, USN (Ret): Treasurer

CAPT Morris Foote, USN (Ret) is a graduate of the U. S. Naval Academy, the U. S. Naval Postgraduate School, and the Armed Forces Staff College. Afloat tours include duty in various destroyers; command of USS GREEN BAY (PG 101), USS PETERSON (DD 969), and USS TICONDEROGA (CG 47); and Chief of Staff to Commander Carrier Group TWO and CJTF 120. Ashore he has served in the Bureau of Naval Personnel; on the staff of Supreme Allied Commander, Atlantic; on the staff of the Chief of Naval Operations as Director, Surface Warfare Programs and Budget Division (OP 30); and as Deputy Commander/Comptroller of the Naval Sea Systems Command. Since his retirement on 1 June 1996 he has been employed by Battlespace, Inc. in Arlington, VA.


CAPT G.L. Maxwell, USN (Ret): Secretary

CAPT Greg Maxwell, USN (Ret) is a graduate of the University of Utah, the Defense Language Institute, and the National War College. Afloat tours include duty in various destroyers; on the staff of Commander, U. S. South Atlantic Force; and command of USS KNOX (FF 1052). Ashore he has served at the Surface Warfare Officers School and as Commanding Officer, Service Schools Command, Great Lakes. Prior to his retirement on 1 November 1997 CAPT Maxwell served as the Deputy Director, Surface Warfare Division on the staff of the Chief of Naval Operations. During his last tour he also served as President of the Greater Washington Chapter of the Surface Navy Association.
