KEPCO Ilijan 1200 MW IPP, The Philippines

  • Developed as an IPP by Korea Electric Power Company (KEPCO) on a BOT basis, Ilijan will be one of the largest private power plants in the Philippines, and one of the largest combined cycleplants in Asia
  • 2x600 MW combined cycle power plant (MHI 501G), including associated 58 kilometer transmission line interconnection facilities 12 kilometer gas supply pipeline

  • K&M serves as Owner’s Engineer. Facilities are currently under construction after achieving financial close in early 2000.

Pre-Construction activities included:

  • Assessment and technical/commercial negotiation of the Engineering Procurement and Construction (EPC) Contract, including:
    • the contractor's scope of work;
    • credibility of the contractor's work schedule and corresponding pricing;
    • defining the hard and soft costs on the project; and
    • appropriateness of the EPC terms and guarantees.
  • Assessment and technical/commercial negotiation of the Energy Conversion Agreement (ECA) Contract, including:
    • appropriateness of the ECA terms and guarantees; and
    • defining the hard and soft costs on the project.
  • Coordination of risk mitigation between the ECA and EPC contracts.
