Welcome to the Federal Mediation and Conciliation Service (FMCS). Created by Congress in 1947 as an independent agency to promote sound and stable labor-management relations, FMCS offers services in the following areas:Dispute MediationMediating disputes in contract negotiations between employers and unions representing employees in the private, public and federal sectors; Preventive MediationProviding services and training in cooperative processes to help labor and management break down traditional barriers and build better working relationships; Alternative Dispute ResolutionProviding services and training in a variety of joint problem-solving approaches which can be used in lieu of courtroom litigation, agency adjudication or traditional rulemaking by federal, state and local governments; Arbitration ServicesMaintaining a computerized roster of qualified, private-sector arbitrators, retrievable by geographic, professional affiliation, occupation, industry experience or other specified criteria; Labor-Management GrantsAdministering a grants program to fund creation or continuation of innovative, joint labor-management committees.
