In January 1993, 140 school principals in California began to put in place
in their schools a high-performance team dedicated to changing the school
culture. Each school was given the responsibility of developing and customizing
its own "School Change Portfolio." The main function of the teams
is to analyze, reflect, and refocus on student work in an honest and open
fashion. Critical dialogues are engaged between schools through a TQM feedback
tool, called The Protocol, developed by the California Center for School
Restructuring, and expressed through presentations. All 140 schools have
met at spring weekend symposiums over the past two years to share their
progress. The Protocol has been called "an excellent authentic assessment
tool for looking at student work and to stimulate schoolwide change."
