The use of videoconferencing for research dissemination and discussion, development of educational policies and programs, and demonstration and analysis of methodology and practices in Special Education is described. A program at Bridgewater State College to address the needs of disabled children (Cerebral Palsy, Autism, and Down Syndrome) in Russia is described. The intention is to provide special education needs to other countries as they have been provided to Americans under Public Law 94-142.
