Washington, DC -- An electricity restructuring bill just introduced by Senator Jeff Bingaman (D-NM)
"gives policymakers a helpful new model for approaching the thorny jurisdictional
issues that have delayed federal action on electricity restructuring," according to John
Sharp, director of congressional affairs and counsel at the Natural Gas Supply
Association.
The bill, S. 1276, "addresses common objectives," Sharp pointed out, "such as a
reliable electricity transmission system that can meet the needs of an increasingly
competitive electricity industry and its wide variety of customers." The bill avoids such
controversial proposals as federal mandates for renewable energy use, a provision
NGSA strenuously opposes.
NGSA's Demand Committee will be examining the bill in more detail over the
coming weeks. In the meantime, Sharp noted that "by stressing uniformity in
regulations and open access and by clarifying federal and state responsibilities, this bill
moves the focus of debate toward objectives that most can agree on while avoiding a
number of controversies that have thus far stalled federal action."
