Forms of Regulation
NGSA has filed its paper on performance-based regulation as part of the Georgia Public Service
Commission's look at possible changes to natural gas regulation. The paper discusses in detail the
following guidelines:
- Performance-based regulation should provide quantifiable benefits to all parties.
- Reward should be paired with risk.
- All of a utility's costs and revenues should be included in the performance-based plan.
- Explicit service and safety standards should be agreed to as part of a performance-based
regulatory scheme.
- Before implementing a performance-based regulatory scheme, ensure that the starting point is
appropriate.
- A performance-based regulatory system shouldn't lose sight of macroeconomic objectives.
- A performance-based regulatory plan should have monitoring and compliance requirements.
