FMCS To Offer "Localized" Conflict Resolution Training

Federal Mediation and Conciliation Service (FMCS) Director John Calhoun Wells announced today that FMCS will begin offering classes in practical conflict resolution skills and techniques for federal managers and employee union representatives in locations throughout the United States. The first session is scheduled for May 5th in Boston, with a two and half day class in Interest-Based Bargaining. Other courses will include Facilitation Skills, Mediation and Conflict Resolution and Mediation in a Diverse Workplace.

FMCS has provided such training to attorneys, human resource managers, employee union representatives and other appropriate personnel from state and federal government agencies, authorized by Presidential Executive Order 12871 and the Administrative Dispute Resolution Act of 1996. Wells said this initiative is aimed at making the training, usually provided to large groups, one agency at a time, available to employee unions and managers across the country.

"In today’s government workplace, these skills are essential," said Wells. "We want to make this training more accessible to those government employees from smaller agencies which are unlikely to contract with FMCS for large group sessions, or who are located away from their organization’s major offices."

"The classes offer participants a unique opportunity to learn from and interact with skilled federal mediators," Wells said. "They are not only expert trainers, but experienced conflict resolution professionals who practice the art of dispute resolution and relationship-building every day."

Participants will register for FMCS Conflict Resolution Training as they would any other external training authorized and paid for by their agency. The 1998 FMCS Training Calendar is attached, detailing courses, locations and dates. Each class must be limited to the first 30 registrants. Further information is available from the FMCS National Office in Washington, D.C., and from regional offices in Newark, NJ; Philadelphia, PA; Atlanta, GA; Orlando, FL; St. Louis (Creve Coeur), MO; Cleveland (Independence), OH; Minneapolis, MN; Chicago (Hinsdale), IL; Orange, CA; and Seattle, WA.

Because FMCS receives no appropriated funds for this training, the agency must charge participants: The two and a half day sessions in Mediation, Interest-Based Bargaining and Mediation in a Diverse Workplace are $495. The course in Facilitation Skills is four and a half days, and the cost is $695.

FMCS, created by Congress as an independent agency of the United States government in 1947, has long been recognized as the nation’s premier mediation and conflict resolution organization. The Service is staffed by 200 full-time mediators stationed in 73 strategically-located field offices throughout the country. Federal mediators have helped resolve such labor-management disputes as UPS-Teamsters, McDonnell Douglas Aircraft-International Association of Machinists, Caterpillar-United Auto Workers and Kaiser Foundation Hospitals-California Nurses Association. They have also conducted training in cooperative skills and processes for large and small organizations and unions in the private and federal sectors, helping transform adversarial workplace relationships into labor-management partnerships.
