Dr. Rosalie Pedalino Porter is a former Spanish Bilingual Teacher and
Director of Bilingual/ESL Programs in the Newton, MA, Public Schools. She has
served on the National Advisory Council on Bilingual Education and on numerous
state commissions and professional committees concerned with improving the
education of language minority students. Dr. Porter is an author, consultant
to school districts in several states, and nationally recognized speaker on
education policies and programs for immigrant children.
Dr. Porter is available to present a detailed description of the English Acquisition Program model currently used in Bethlehem, Pennsylvania, and several other
large urban districts. Her presentation will focus on the major features of this program
which emphasizes the early and effective learning of the English language,
developing literacy in English and the capacity to learn school subjects
taught in English. Dr. Porter's presentation also examines the most promising strategies for effective instruction of limited-English students in early childhood, the primary grades, middle school and high school.
