Brian Flores
National Representative, Federal Mediation and Conciliation Service
Brian Flores is the National Representative of the Federal Mediation and Conciliation
Service. Mr. Flores served as Deputy Director of the Federal Mediation and Conciliation
Service from 1990 to 1994. Prior to his appointment as Deputy Director he served as
Director of the Northeastern United States and before that as Director of the lower middle
Atlantic states. Mr. Flores entered the Service as a field mediator serving in New York
City and Washington DC, handling a number of highly significant national negotiations
before being promoted to management.
He was born in Minnesota, grew up in Washington DC and attended George Washington
University before leaving to begin a career in the newspaper industry at the Washington
Times Herald and later at the Washington Post. He is a graduate of the Harvard
University School of Business Administrations Trade Union Program and the Senior
managers in Government program of the John F. Kennedy School of Government at that
University.
Mr. Flores represented the agency in developing recommendations for labor management
relations reform and partnership for the National Performance Review and serves as a
planning committee member of the National Partnership Council and staff to NPC member and
FMCS Director, John Calhoun Wells.
