Biography

David L. Helfert

Director of Communications, Federal Mediation and Conciliation Service

David Helfert joined the Federal Mediation and Conciliation Service in September 1994 to build the agency’s marketing/public information capabilities. He is responsible for public, internal communication, including The Mediator employee newsletter, Mediation, a customer newsletter, annual reports to Congress and public information-marketing materials. He coordinates agency communication with staff, members and committees of Congress, including preparation of testimony, and serves as FMCS contact for the Vice President’s National Performance Review, and as a member of the Communications Committee of the National Partnership Council.

Helfert frequently serves as agency spokesperson during major labor-management disputes, develops and maintains relationships with national and regional news media, and assists FMCS Regional and field offices with media relations as requested. The FMCS Communications Department also maintains a national customer data base, allowing regular communication with approximately 5,500 company and union leaders and labor-management committees across the United States.

Dave was recruited to FMCS from his own marketing/governmental affairs consulting firm based in Austin, Texas. Prior to that, he was president and managing partner of a marketing/advertising agency. His clients have included retail businesses, corporations, professional associations, nonprofit organizations, state and city governments, the Texas Democratic Party and the Texas AFL-CIO. During twenty-one years in business, he also wrote and produced media for more than two hundred political campaigns, primarily in Texas, New Mexico and Arizona.

Helfert graduated from the University of Texas with degrees in Government and Journalism. After three years as a television news reporter and anchor, and four years as Public Information Director for the Texas House of Representatives, he opened his own business in 1977. He has taught classes in marketing and political media at Austin Community College and the University of Texas.
